Letter, written November 8, 1849, in response to a memorandum sent out by the Ministry of Justice on November 6, 1849 concerning rumors of abuse in the way criminals are sentenced and the need for stiffer penalties. (See *Ayer MS 1871 for text of the memorandum.)
